Its a versatile commander that goes infinite easily with Sprout Swarm, and you can cast expensive spells too with a heavy mana discount

You don't need to attack with Hakbal, but when you do you'll be able to put a land from your hand onto the battlefield

But what the card does do is make your deck operate more consistently, allowing you to play lands from the top of your deck, and dodge the dissatisfaction of a late land draw
